On sbc vettes the top port wasn't used.
Going by memory, it was used for heater lines on some trucks.
Both the top and pass side ports are just suction ports, doesn't matter which you use for heater or any other water supply.

To get a little better cooling, it's hot is S Florida and I don't need a heater.
I usually block the internal bypass on the pass side and use a Robert Shaw type tstat with 3 holes drilled in it (acts as the bypass for warmup). It can take a few minutes longer for warmup.

If needing a heater, then do the same, but have a shut off valve in the heater line for summer use, or just leave it stock.

The bypass port was used on SB Corvettes up to and including the '67 model year.
