Yes, a C3 can be corner balanced with the rear spring bolt adjusters. You're adjusting the cross-weight of the car, so adjusting the right side spring bolt will affect both the right rear and left...

Assuming they are standard C6 18x8.5 et56 front and 19x10 et79 rear, fronts will bolt right on. Rears may be too deep on the backside at et79 and would need a 20 or 25mm adapter to keep the wheel...

It's already happening! Many of the hottest street tires are limited to a 255/40-17. I think only the Falken RT660 has a 275/40-17....and forget about a 315/35-17.
